This endpoint allows a user to refuse an applicant from the club. The customer can apply to the club again in the future.
When a customer is refused, 2 types of events are created:
club_revoke_ownershipis registered in the club's and the previous owner's event historyclub_assing_ownershipis registered in the club's and the new owner's event history.
